You don’t need a minister to marry you in California. You don’t need a state official to do it either! Anyone can witness your vows to each other and sign the document as witnesses (you need two). It is the signatures of the witnesses that makes it legal. It is a community act - not a minister or the state - that makes your marriage real.
Get your license, get your friends together, and get married!

Actually this is a pretty Islamic standard, particularly since we have no ministers per se, just the Iman. Who can be anyone, and is decided up by the community. It’s the contract between the two people that make the marriage valid. So does that make California a Islamic State? =P
In a sense, LOL. It’s more a populist state: the law was written thus at a time when ministers were few and far between. It became important for marriages to happen - without the yoke of church interference in state matters (ie, a legal contract).
The current move of the court returns California to its non-priest-ridden roots.
